First 5 Yolo Staff
First 5 Yolo’s staff members are dedicated to serving the needs of our county’s youngest residents through direct services and systems change efforts.
Gina Daleiden – Chief Executive Director
As Chief Executive Director, Gina is responsible for the highest level of administration and management of the organization, coordination with First 5 CA and the First 5 Association, and works with the Commission to carry out the mission of First 5 Yolo.
Victoria Zimmerle, MBA – Deputy Director
As Deputy Director, Victoria is responsible for the oversight of finances, compliance and operations, as well as support for agency communications.
Melina Ortigas – Management Services Officer
As Management Services Officer, Melina is primarily responsible for analysis and program work.
Fawn Montagna – QCC Program Officer
As QCC Program Officer, Fawn is responsible for the coordination and administration of First 5 Yolo’s lead agency role for the IMPACT 2020 early learning initiative in Yolo County.
Sarah Lin Hartman, PhD – Systems Integration and Implementation Officer
As Systems Improvement Officer, Sarah is responsible for improving the coordination of local early child development and healthcare systems, birth equity evaluation and analysis, and maternal health advocacy as a part of First 5 Yolo’s home visiting coordination initiative.
Kristi Link-Crosier, J.D. – MediCal Projects Coordinator
As the MediCal Projects Coordinator, Kristi is responsible for developing, implementing, and coordinating First 5 Yolo’s MediCal sustainability strategy.
Alanna Jonsson, J.D. – Program Supervisor
As Program Supervisor, Alanna is responsible for the coordination and administration of First 5 Yolo’s CalWORKs HVP program in collaboration with Yolo County. CalWORKs HVP is part of First 5 Yolo’s larger Welcome Baby: Road to Resilience effort.
Dominique McCoy – Community Health Specialist
As the Community Health Specialist, Dominique provides community health support, including outreach, administrative, and direct services to the populations served by First 5 Yolo.

Joyce Barrett – Managed Care Administrative Specialist
As the Managed Care Administrative Specialist, Joyce is responsible for working with local Managed Care Plans to submit invoicing claims for services delivered in First 5 Yolo initiatives for MediCal recipients.
Lori Duisenberg – Associate Management Analyst
As Associate Management Analyst, Lori is responsible for special projects and support.
Misael Jara Gonzalez – Data Analyst
As Data Analyst, Misael supports the evaluation of Welcome Baby: Road to Resilience through data analysis and interpretation to identify trends, generate insights, and programmatic support of strategic decision-making.
